Valedictory Address of

MGEN SAMUEL D NARCISE AFP

Outgoing Commander, Light Armor Division, Philippine Army

During the Change of Command Ceremony on 22 May 2010

 

PRELIMINARIES

          As soldiers we are privileged to have served our country and our people more than we serve ourselves and that’s what make this profession honorable. Which is why every time I take command of any unit, first in my guidelines is the laying of simple and doable “must do’s” to make sure that every soldier are doing praiseworthy things in or outside the camp. As I leave the service today, I also wanted to leave behind this simple legacy to ensure that you will forever be loved, respected and accepted by the Filipino people which I believe is the main reason why we are winning in our campaigns.

RECOLLECTION

          One (1) year, eleven (11) months and Twenty two (22) days ago, I assumed command of this most coveted and most precious unit of the Philippine Army. Being a successor of two brilliant Mistah, it made my stint here “as smooth as a silk”. At first I thought I am so lucky for the foundations are already being laid and the unit is already conditioned to harvest the fruits of their sacrifices but later on I realized that having them as my predecessor is a disadvantage because I run out of things to accomplish, they have already finished the things supposed to be mine. this is all because of my classmates LTGEN RODRIGO F MACLANG and LTGEN ISAGANI I CACHUELA and I thank them for leaving a unit that is practically worry free.

          With such condition, I took advantage of it and made the pace of attaining our goals more faster while focusing directly on aspects that needs attention such as motivation, discipline and competence of every armor soldier; ensuring the operational readiness of armor assets; engaging in various developmental roles geared in the conduct of ISO and strengthening its capabilities of armor units and its structure that is responsive to the need of the current situations.

          That even in the crisis and the catastrophes that hit our country, still we ably managed to accomplish our mandated task through the inspiration and support extended by our superiors, Our friends, both in government and civilian sectors, the Officers, Men and Women of this Command my family and most of all the guidance of the Almighty Lord.

          With that I am proud to present to the CG, PA my tour of duty report.  

ACKNOWLEDGEMENT

          At this point, I would like to pay tribute to the following people who mattered most during my stint as Division Commander. To my civilian friend who went out their way to extend their all out support to me and the unit. To our local leaders who sincerely supported me during my term and who made my stay a very pleasant experience.  

          To those who bestowed upon me their trust and confidence and who became part of my success as Division Commander of the unit: General VICTOR S IBRADO AFP who installed me as Commander, Former Chief of Staff ALEXANDER B YANO who believed in my leadership ability, the former SND Gilberto C Teodoro Jr, our president, Her Excellency Gloria Macapagal Arroyo, and to the former CG PA and now the Chief of Staff, AFP GEN DELFIN N BANGIT who made sure of my success as Commander by giving his all out support during my tour of duty. And, to the incumbent Commanding General of the Philippine Army, LTGEN REYNALDO B MAPAGU whom I will be forever grateful for trusting me and the men and women of the Light Armor Division.    

          To my fellow tankers who gave their wholehearted cooperation during my fruitful commandership – without your unwavering support all that we had achieved would be impossible. I will surely miss your company, the Night Cafes, Boodle fights, Picnics, Pinatubo Treks, Staff Visits, our Bike Rides and the Line Dancing. To my classmates in the PMA “Magilas” Class of 1976 thank you for being always there in times of need.

          To my family who unconditionally supported me throughout my career and who have always been there by my side to serve as my strength and inspiration in the pursuit of my dreams and to turn these dreams into reality.  

          To my successor, BGEN CARLOS E LUCES, I hope that you will enjoy the company of the most disciplined soldiers of the Philippine Army.

          And finally, to the Almighty who gave me the proper wisdom to address all the challenges in my tour of duty.  

CLOSING STATEMENTS

          As I relinquish my post with confidence, having shown much fulfillment in attaining our goals, I shall continue to count on your unfailing and untiring dedication to the service in order to make us proud to be Filipino soldiers.

          To BGEN CARLOS E LUCES, I leave you the light armor division the same way I received it from my predecessor. I took care of it, I know you will take care and lead it also towards the attainment of any of your endeavors.

          Finally, as I live the hallowed grounds of Camp O’Donnell, my home for almost two (2) years, I would like to tell everyone that of all the good things that happened in my military service, having served the Armor is the best.

          To everyone who joined us today, thank you very much.

         Before I finally leave you, let me share this prayer: “LORD, HOLD OUR SOLDIERS IN YOUR LOVING HANDS. PROTECT THEM AS THEY PROTECT US. BLESS THEM AND THEIR FAMILIES FOR THE SELFLESS ACTS THEY PERFORM FOR US IN OUR TIME OF NEED. I ASK THIS IN THE NAME OF JESUS, OUR LORD AND OUR SAVIOR..AMEN” “MABUHAY ANG ARMOR AT MABUHAY TAYONG LAHAT!”
