WE MAKE THINGS CHANGE

          A series of change begun when COL RAUL C VINOYA CAV (GSC) PA was designated as the Commanding Officer of the Light Armor (Tagapanguna) Battalion. He makes laudable changes to happen for the troops and for the organization as well.           

          When COL VINOYA assumed his commandership on 14 January 2009, it seemed that the unit was in a hurry in institutional changes– office records, reporting and arrangement where improved as well as renovating dilapidated facilities to look like as newly constructed building. Through his resourcefulness and managerial expertise, using available funds wisely, the personnel managed to adjust to his standards thus, the personnel ably finished the repaired and reconstruction of camp facilities, despite of the meager fund available on hand.

         

          This year, one of the latest significant projects of the Tagapanguna Battalion is the concreting of the 40-meter circumferential road at Hqs 1LAB, re-roofing of transient barracks, construction of additional comfort room and painting of the Senior NCO barracks.

          With the civil military operations effort made by LTC VINOYA, he was able to established good rapport with civilian businesses in the area in which the unit benefited. Significant to this activity were the  procurement of sand and gravel from various quarry in a minimal cost, acquisition of construction materials and automotive parts on deferred payment mode while R&U, logistics  and armor spare funds are being awaited from higher headquarters.

           To maximize the savings, sub-assembly parts and equipment from junkyard was repaired and rehabilitated in order to put those equipment back in the supply line for the use of the line units as needed.  Significant to this is the repair and modification of road wheels of armored track vehicles.

         The rehabilitation of an Armored Personnel Vehicle was made possible by the Battalion Commander through his technical knowledge, personal hands-on and supervision on the conduct of repairs. Further, making sure that needed spareparts are procured at the least cost, least possible time in order to reduce the operational downtime period on both administrative and armored vehicles of the battalion. Likewise, the prioritization of fund utilization are for the repair of armored and admin vehicles.  

         The Tagapanguna Troopers made use most of their available time to include students from line-companies during their open-time period from class, as additional manpower to the efforts for the successful completion of the improvement of the facilities of the Tagapanguna Battalion camp.
